HUMAN RESOURCE MANAGEMENT FOR EMPLOYER AND BUSINESS MEMBERSHIP ORGANIZATIONS

One of the main challenges Employer and Business Membership Organizations (EBMOs) face is adopting a strategic approach to managing and developing their human resources (HR). Many small and medium sized EBMOs experience staff capacity challenges that limit their ability to serve members, innovate, and influence policy. With HR responsibilities often falling on executive staff without HR training, these organizations tend to lack structured HR management (HRM) systems and practices.

To address this gap, the ITCILO has developed a certified training programme to support EBMOs in transitioning toward a more strategic and professional approach to HRM. The course is designed to help EBMOs attract and retain talent, adapt to change, and build effective internal systems for managing people.

OBJECTIVES

The overall learning goal is to strengthen EBMOs Senior executives and HR managers’ capacity to manage HR in a strategic and professional manner.

  • Understand the roles, functions, and specificities of HRM in EBMOs.

  • Strengthen recruitment, talent retention, and staff engagement through practical guidance.

  • Assess the current internal policies and practices and identify entry points for improvement.

  • Be aware of the new HRM trends and formulate relevant strategies to adapt to digitalisation in HR.

  • Develop an internal HRM strategy.

CONTENT

  • Evaluate and Enhance HRM Practices - Benchmark existing HR approaches against best practices in EBMOs and identify areas for improvement across staffing, recruitment, onboarding, performance, and more.

  • Develop Strategic HRM Policies - Create or refine HRM policy documents to align with organizational goals and contemporary standards.

  • Address Gaps and Foster Inclusion - Detect shortcomings in current practices, especially regarding well-being, diversity, and inclusion, and develop targeted strategies to address them.

  • Leverage Digital HR Tools - Assess the current level of digitalisation in HR, identify suitable digital tools, and plan actions to modernize HR systems.

  • Strategize HRM for Organizational Alignment - Understand and design HRM strategies that are logically structured and integrated with broader EBMO strategic goals.
