How to communicate evidence to policymakers?

There is a growing consensus among decision and policymakers that communicating high-quality formal research evidence and data into the decision-making process is essential for effective and efficient policies. Communicating context-specific, accessible and timely data is a critical element of the policy-making process. It is in this context that this training on communicating evidence to policymakers becomes relevant.
OBJECTIVES
The essence of this training is to provide effective communication tools, instruments and strategies to ILO’s tripartite constituents by building their capacities to guide and influence policies. It hopes to equip them with the hard and soft skills required to effectively communicate evidence (research and data) to their intended audience.
CONTENT
The course has been broken down into three phases:
1. Pre-course learning: flexible (asynchronous) self-guided online learning on e-Campus ;
2. ‘Real time’ learning: Live interactive sessions and engaging video presentations by highly experienced trainers, blended with individual and collaborative group exercises and online technical forums on e-Campus;
3. End of course assignment: Elevator pitches applying to national contexts.
The course was structured around 6 content modules and expert sessions.
Module 1: Introduction to the ILO and Decent Work Agenda
Module 2: Introduction to Evidence-Based Policymaking
Module 3: How to better communicate evidence to policymakers?
Module 4: Communicating evidence from social partners' perspective
Module 5: How to write effective messages?
Module 6: Communicating evidence-based policy
Practising the elevator pitch exercise
Expert session: Communicating research-based evidence to different audiences
ACHIEVEMENT
At the end of the course, the participants have :
• Understood why communication is essential to the policymaking process;
• Built their skills in better designing effective messages for their audience;
• Learned about the role of social partners in policymaking through social dialogue;
• Developed a network of practitioners, policy researchers and policymakers to discuss and share lessons on the use of effective communication in promoting decent work;
• Drafted and presented their elevator pitches.
