Workshop on “Public Procurement Management”, to upgrade the capacity of Staff from Balochistan Public Procurement Regulatory Authority (BPPRA), in the planning and execution of E-procurement activities and Public Private Partnership thereby optimizing the utility and benefits of procurement funding resources.
OBJECTIVES
The overall objective of this training activity is to reinforce the capacity of the participants in the areas of E- procurement by enhancing their efficiency in fostering transparency and wider competition in public procurement operations while adhering to the national public procurement legal framework of Pakistan in planning, tendering, evaluation and supervision of procurement contracts for the acquisition of project’s goods, works and consultancy services.
The course on Public- Private Partnership: Legal framework and competition requirements, will enable participants acquire the essential knowledge and skills for effective selection and award of PPP complex outsourcing procurement, together with a deeper awareness of the social, economic and environmental parameters that form part of the broader national policy agenda.
By the end of this workshop, participants will be able to play an active role in planning and implementing E-Procurement projects in their organizations and in the public sector in general. In addition, participants will be better prepared to deal with the planning and selection of PPP priority projects as per national policy and competition rules, designing bankable and effective contractual structures, encouraging cost-saving innovations; all of these while ensuring objective output specifications in both tender documents and contracts.
In addition, participants will understand the potential benefits and pitfalls of Public-Private Partnership can further advance sustainable development by incorporating social and environmental criteria into public procurement processes.
