ONLINE TRIPARTITE TRAINING ON EVIDENCE-BASED POLICYMAKING FOR A HUMAN-CENTRED APPROACH TO RECOVERY

This course is timely, given the need for better informed and effective evidence-based policies relating to decent work issues, particularly in light of the COVID-19 pandemic creating an unprecedented impact on workers and enterprises around the world. In relation to that, there has been a worldwide push to move towards human-centred recovery through evidence-based policymaking.
OBJECTIVES
The aim of this online training is to build capacities of ILO’s tripartite constituents using evidence, case studies, research papers, guidelines, publicly available online ILO data, other data and information sources for robust and comprehensive policymaking for labour market policies to building back better.
CONTENT
The course has been broken down into three phases:
1. Pre-course learning: flexible (asynchronous) self-guided online learning on e-Campus
2. ‘Real time’ learning: Live interactive sessions and engaging video presentations by highly experienced trainers, blended with individual and collaborative group exercises, and online technical forums on e-Campus
3. End of course assignment: Policy Brief applying to national contexts
The course was structured around 6 content modules with follow-up activities and assignments.
Module 1: Introduction to the ILO and Decent Work Agenda
Module 2: Introduction to evidence-based policy making for building a human-centred recovery
Module 3: Research and data methods: impact of COVID-19 on the world of work and policy responses
Module 4: Appraising Evidence
Module 5: Synthesizing Evidence
Module 6: Communicating Evidence
ACHIEVEMENT
At the end of the course, the participants have :
• built skills and knowledge for evidence-based policymaking to deal with COVID-19’s impact on the world of work;
• explored the policymaking process at the country level in order to influence human-centred recovery policies;
• explored how to promote a culture of evidence-based policymaking for a human-centred recovery, how to prioritize and build a robust evidence base for policymaking process, reconciling different perspectives, findings, and, conflicting evidence;
• drafted rigorous and robust policy briefs for policy agenda enhancement;
• strengthened their capacity to decide what evidence is useful, when and for what policy, advocacy and service provision purposes;
• improved the attitude towards research (process, types of research, actors involved, etc.), their knowledge as policymakers (data, citizen evidence, experience), and their skills as constituents to effectively search for, assess, use and communicate evidence for effective advocacy and services provisions.
