Aiming to enhance procurement and grants’ management capacity, the "Procurement Management under the Union for the Mediterranean Activities - Certification Programme" was designed by the ITCILO. This program provided comprehensive training tailored to UfMS procurement and grants processes, addressing specific staff training needs. It aligned procurement practices with EU regulations, funding agency procedures, and international standards of professional business practice.
OBJECTIVES
The course aimed to build procurement management capacity among UfMs staff by enhancing their competency and knowledge in alignment with EU regulations, specifically PRAG, and international standards. It sought to promote well-organized, transparent, and value-for-money-driven procurement processes to improve project performance and ensure effective delivery of results.
CONTENT
Distance learning phase:Module 1: Introduction to fundamentals and principles of the EU procurement management (PRAG)
Module 2: UfMS-specific processes, including remedies and litigations- Procedures
Module 3: Requirements, procurement criteria in terms of eligibility and qualification
Module 4: Evaluation criteria and methodologies of evaluation
Module 5: Types of contracts and how to manage them
Module 6: Proactive contracting strategy, Cost estimation, packaging and review process – Events Case study
