Global Workers' Academy on Policy Coherence

The Global Workers’ Academy on Policy Coherence is a five-week online training program designed to enhance the understanding and capacity of trade union leaders and policymakers. The course focuses on promoting policy coherence for social justice, decent work, and sustainable development, emphasizing the role of trade unions in shaping effective, integrated public policies.

OBJECTIVES

  1. Develop an in-depth understanding of policy coherence and its role in promoting decent work and social justice.

  2. Equip participants with the skills to influence national and international policy frameworks.

  3. Enhance capacity to assess and advocate for coherent public policies aligned with sustainable development goals (SDGs).

  4. Foster collaboration among stakeholders, trade unions, and policymakers for more integrated policy development.

  5. Provide practical tools for employment diagnostics, policy evaluation, and effective governance strategies.

CONTENT
Week 1: Policy Coherence for Decent Work Promotion I

  • Introduction to macroeconomic frameworks: fiscal, monetary, and exchange rate policies.

  • Assessing employment and social outcomes within current macroeconomic models.

  • Strategies for pro-employment macro policies and engagement with international institutions.

Week 2: Policy Coherence for Decent Work Promotion II

  • Exploration of national employment policies (NEPs) and their coherence.

  • Policies for education, skills development, social protection, and industrial sectors.

  • Role of industrial relations and labor market institutions, including the impact of technology and AI.

Week 3: Participatory Assessment of Policy Coherence (PAPC)

  • Introduction to PAPC methodology for evaluating policy coherence.

  • Building stakeholder capacity and fostering ownership of assessment results.

  • Enhancing collaboration among stakeholders to influence policy development.

Week 4: Information Collection and Data Analysis

  • Techniques for employment diagnostics and impact assessments.

  • Engaging public institutions, multilateral systems, and key informants.

  • Conducting qualitative surveys and validating findings for policy recommendations.

Week 5: Governance and Policy Compliance

  • Promoting adherence to international labor standards and obligations.

  • Evidence-based policy design and the role of trade union lobbying.

  • Strengthening international governance networks and monitoring through social dialogue.
