The Royal Government of Cambodia (RGC) is currently at a strategic inflection point. While the economy has returned to a growth trajectory following the pandemic, other vulnerabilities highlighted through the pandemic such as the low levels of skills and high levels of informality and inequality in the labour force continue to require sustained policy effort.
As a Pathfinder Country for the Global Accelerator on Jobs and Social Protection for Just Transitions, the RGC has signalled its high-level commitment and intention to shift its vision towards building capacity for integrated and ambitious policy action on skills and social protection, supported by ILO and UN partner agencies.
In this framework, this Future Foresight Country Lab workshop, designed and co-financed by the ILO and its International Training centre in Turin, aimed to support the RGC in realigning their vision and objectives and ensuring that its policies and strategies, particularly the National Employment Policy (NEP) and National Technical and Vocational Education and Training (TVET) Policy, are forward-looking and aligned with the Global Accelerator’s objectives.
OBJECTIVES
The objectives of this event were to:
Introduce an interministerial and multistakeholder approach to policy formulation.
Enhance participants' ability to identify and analyse emerging trends and drivers of change impacting the future of work in Cambodia, fostering forward-looking policy design.
Equip policymakers with practical foresight tools and techniques, enabling them to collaboratively produce alternative scenarios and align strategies with anticipated uncertainties and opportunities.
Strengthen alignment and coherence among stakeholders to ensure the roadmap's actions are not only achievable but also resilient to future challenges.
Build long-term capacity for strategic thinking and change awareness, supporting a sustainable, inclusive vision for Cambodia's development within the framework of the Global Accelerator and LDC graduation strategies.
