This course is timely given the need for better informed and effective evidence-based policies relating to decent work issues, particularly in light of the COVID-19 pandemic creating an unprecedented impact on workers and enterprises around the world.
OBJECTIVES
The online course aimed to build capacities of ILO’s tripartite constituents using case studies, research papers, guidelines, and other data and information sources for evidence-based policy making for decent work through the online learning platform.
CONTENT
The course has been broken down into three phases:
1. Pre-course learning: flexible (asynchronous) self-guided online learning on e-Campus ;
2. ‘Real time’ learning: Live interactive sessions and engaging video presentations by highly experienced trainers, blended with individual and collaborative group exercises, and online technical forums on e-Campus;
3. End of course assignment: Individual assignment applying to national contexts. Participants who successfully complete all assessments and the final assignment (preparation of a policy brief).
The course was structured around 6 content modules with follow-up activities and assignments.
Module 1: Introduction to the ILO and Decent Work Agenda
Module 2: Introduction to evidence use for policy making
Module 3: Searching evidence
Module 4: Appraising evidence
Module 5: Synthetizing evidence
Module 6: Applying and communicating evidence
Assignment: Drafting policy briefs on a policy question
ACHIEVEMENT
At the end of the course, the participants have :
• built skills and knowledge for evidence-based policy making, advocacy and services provisions for decent work;
• explored the policy making, advocacy and service development processes, while specifically focusing on how to undertake and draft research for influencing policy, informing advocacy activities and services development;
• explored how to promote a culture of evidence-based policy making, advocacy and service provisions; how to prioritize and build a robust evidence base for policy reconciling different perspectives, findings, and, conflicting evidence
• Draft a policy brief
