International labour standards for constituents

16 November - 18 December 2020 By examining the procedures and substance of the international labour standards (ILS) system, this course contributed to strengthening the capacity to follow standards-related procedures and to comply with reporting obligations under the ILO Constitution. The course was part of the eAcademy on International Labour Standards for Africa, an event which brought together highly-specialized courses on ILS and gathered participants from various professional backgrounds during its virtual master classes, in order to explore the key role of ILS in the COVID-19 social and economic recovery and, more generally, in the UN Sustainable Development Framework. OBJECTIVES Strengthening the institutional capacity to follow ILS procedures, including the discharge of reporting obligations under the ILO Constitution. CONTENT • Standards Policy • ILS procedures: - ILO background - standard setting - submission to the competent authorities - ratification, entry into force and denunciation - reporting procedures (articles 22 and 19 of the ILO Constitution) - Committee of Experts on the Application of Conventions and Recommendations - Conference Committee on the Application of Standards - representations under article 24 of the ILO Constitution - complaints under article 26 of the ILO Constitution - complaints to the Committee on Freedom of Association • ILS content: - freedom of association and collective bargaining - forced labour - child labour - equality of opportunity and treatment in employment and occupation - tripartite consultation • NORMLEX database, ITCILO website on Managing ILS Reporting and other ILS resources on the Net
