National Programmes and Systems of Occupational Safety and Health

To acquaint participants with international guidelines and principles of the ILO and the experience of consolidated and successful national OSH systems and programmes. It provides useful inputs to participants in the decision-making process for the improvement and development of the OSH governance within their respective countries. OBJECTIVES The general objective of this course is to strengthen the capacity of planning, developing and governing the national efforts to improve the OSH. Upon completion of this course, participants will be able to: • Explain the ILO principles, concepts and experience related to National OSH Governance; • Describe the organizational models and operational arrangements of selected countries for OSH national governance as well as its policies; • Analyse the needs and requirements of their respective countries for an effective national OSH governance; • Establish conclusions and recommendations on the feasibility of applying the analysed approaches and experiences to their national and institutional contexts; • Advise on the formulation, implementation and evaluation of national policies, strategies and programmes with regard to the prevention of occupational accidents and diseases. CONTENTS • The ILO experience: ILO Global Strategy on Occupational Safety and Health, Conventions nos. 155 and 187 • Concepts: OSH national policy, systems, programmes and profiles • OSH governance: principles, policies and decision-making framework • The national policy on OSH • Components of the OSH national system: – OSH Legislation: Legal and technical standards – Enforcement and ensuring compliance – Information and training – Awareness raising and promotion of safety culture – Technical support and services to the enterprises – Collection and analysis of data on OSH national situation – Employment injury schemes. • Elaboration of a national OSH profile • Planning of policies and strategies on OSH • Procedures to formulate a National Programme on OSH • Launching, implementation and coordination, monitoring and evaluation mechanisms.
