TRAINING OF TRAINERS AND MARITIME INSPECTORS IN APPLICATION OF THE ILO MARITIME LABOUR CONVENTION, 2006

The blended training course aimed to strengthen knowledge on Maritime Labour Convention, 2006 (MLC, 2006) key concepts, obligations and requirements under responsibilities of Member States and competent Authorities in the implementation of MLC, 2006 as amended.

OBJECTIVES

  • demonstrate a good level of understanding of the MLC, 2006 as amended and explain its key concepts, related implications and practical application in the professional activity of maritime labour inspectors;

  • apply effectively the ILO Guidelines for Flag State inspections and Port State Control in carrying out inspections according to the Maritime Labour Convention, 2006 provisions;

  • implement practical skills to detect deficiencies;

  • apply active learning methods in running workshops for maritime labour inspectors.

CONTENT

The programme covered the main contents of the MLC, 2006 as amended and the Guidelines on Flag State inspection and Port State control developed by the ILO. More specifically, the following main topics were developed:

 

  • The Maritime Labour Convention, 2006 and its Amendments:

    • Review of MLC, 2006 overall structure and concepts.

    • Minimum requirements for seafarers to work on a ship.

    • Conditions of employment.

    • Accommodation, recreational facilities, food and catering.

    • Health protection, medical care, welfare and social security protection.

    • On-board and onshore complaint procedures.

  • Certification and inspection systems under the MLC, 2006.

  • Factors to be inspected: working/living conditions.

  • Training methodologies interactive strategies and presentation skills.
