Monitoring and Evaluation Certification Programme

This Certification Programme, delivered under the Development Cooperation Academy, combines distance-learning modules, a one-week workshop, and a practicum. It offers a hands-on method for programme and project monitoring and evaluation. Development workers and public-sector managers learn to create monitoring and evaluation systems to measure success and report on results. This skill is vital for learning from experience and improving programme and project performance. The ITCILO online certification programme provides all the necessary technical skills and tools for effective monitoring of projects and programmes and managing various evaluations integral to the programming cycle. OBJECTIVES Upon completion of this certification, participants have: • Acquired knowledge and skills to effectively design and operate programme/project monitoring and evaluation (M&E) systems in line with international best practices. • Understood the attitudes necessary for successfully engaging stakeholders in M&E activities. • Demonstrated the ability to collect, process, and analyse data, informing users through monitoring or evaluation reports.  CONTENT AND PHASES I. Distance Learning Modules: Participants were introduced to the essentials of M&E through two online modules on the ITCILO eCampus, covering system purpose, scope, clients, and basics of planning an M&E system. II. One-week Workshop at the Development Cooperation Academy: Participants completed six modules on data collection, risk management, data processing, analysis, reporting, human resource and capacity development in M&E, and impact evaluation. The workshop included a daily global forum discussing key development cooperation topics. During the week, participants also engaged in a 90-minute daily global forum with 80 participants as part of the Development Cooperation Academy. Through these discussions, participants explored the future of work in development cooperation, focusing on topics such as implementing safeguards, leveraging data-driven services to improve development cooperation, the realities of the attention and gig economies and their impact on communication and forms of employment, and the growing role of artificial intelligence. These sessions provided participants with comprehensive and strategic insights into the evolving landscape of development cooperation III. Practicum at Distance: In this final phase, participants developed a Monitoring and Evaluation manual for their own project or programme, which was reviewed and appraised by ITCILO experts. ACHIEVEMENT This Certificate of Achievement is awarded to participants who successfully completed all programme requirements, including individual and group assignments, during each phase of the programme. I. Distance Learning Modules (20 Hours) - Conducted Online via ITCILO eCampus • Successfully completed two tutor-led online modules. • Gained a foundational understanding of the principles and concepts central to monitoring and evaluation. • Compiled essential information necessary for initiating the design of a customized M&E system. II. Face-to-Face Workshop (30 Hours) - Turin, Italy • Acquired hands-on knowledge and skills essential for designing, structuring, planning, budgeting, and operating a project or programme M&E system. • Collaboratively explored various components of an M&E system through team-based activities. III. Practicum at Distance (20 Hours) • Developed and finalized the key components of a project or programme M&E system. • Completed and submitted an M&E Manual, representing the final project assignment, for review, assessment, and certification by ITCILO experts.
